Description
This service supports districts in meeting the requirements of Wisconsin State Statute 118.015, which states: “Each school district shall employ a reading specialist certified by the department to develop and coordinate a comprehensive reading curriculum in grades kindergarten through 12.”
At the discretion of the State Superintendent, districts may meet this requirement by contracting with a CESA to employ a certified reading specialist on a cooperative basis.
CESA 9 offers a customized Reading Specialist service designed to align with district needs, priorities, and capacity. Service agreements are flexible, with a recommended minimum of 10 days to ensure meaningful impact.
Customized services may include, but are not limited to:
- Mentoring and support for new or district reading specialists to understand and fulfill the responsibilities outlined in Statute 118.015
- Audits of reading and English Language Arts (ELA) curriculum and literacy assessments (formal and informal)
- Consultation on the design and implementation of continuous supports, improvement strategies, and evidence-based literacy practices within a Multi-Level System of Support (MLSS)
- Literacy coaching and instructional support for classroom teachers at the Universal (Tier 1) level
- Targeted support for Tier 2 and Tier 3 instruction for reading interventionists, Title I teachers, special education teachers, and English Learner (EL) teachers
- Customized professional learning in reading, foundational skills, writing, and speaking and listening
This service helps districts ensure strong, coherent literacy systems while building internal capacity to support all learners.
