Description
Title III, part of the Elementary and Secondary Education Act of 1965 (ESEA) and updated by the Every Student Succeeds Act (ESSA) of 2015, aims to support English learners (ELs) in achieving English language proficiency and meet state academic standards.
Districts that receive Title III funding are eligible to join the CESA 9 Title III Consortium. According to the Title III Consortium guidelines, if a district receives less than $10,000 in Title III funds, joining a consortium and agreeing to its guidelines is required to access those pooled funds. The Consortium's primary goal is to pool resources that smaller districts may not be able to access individually, ensuring the needs of English learners are met more effectively.
By joining the CESA 9 Title III Consortium, districts will receive the following comprehensive services:

Grant Management: Grant submission, monitoring, and reporting.

Fiscal Agency: Management of Title III fund expenditures.

Regulatory Guidance: Information on Title III-A regulations, guidelines, and requirements for district personnel.

Technical Assistance: 1 hour of technical assistance support via phone and email for tasks such as questions regarding identifying, screening, and reporting EL students; guidance on the ACCESS for ELs English language proficiency test, and understanding the English Language Proficiency Standards.

Private School Guidance: Technical assistance with ensuring equitable participation for private schools in Title III programs.

Professional Development: Access to Title III CESA-based professional resources and learning, customized to the needs of the consortium.

EL Consortium Networking: Facilitation and planning of CESA 9 EL Consortium Networks based on the goals and activities determined by consortium members.

ESSA and DPI Updates: Timely updates on relevant changes and requirements under ESSA and the Department of Public Instruction (DPI).

State Representation: Representation of the Consortium at necessary state meetings and as a liaison to the DPI and member districts.

Resources: Access to student-centered supplemental resources; both print and electronic resources.
Fee for Service- English Language Learners:
In addition to the services provided through joining the CESA 9 Title III Consortium districts can choose to add-on services for a fee. CESA 9 can provide licensed English Language educators to support direct services (including test administration) in order to help school districts meet the legal requirements for supporting ELs. The following is a list of services that can be provided (based on availability) as a fee for service through CESA 9.
