Description
The Department of Public Instruction (DPI) is no longer providing no-cost support of Title I and other Title programs through Cooperative Educational Service Agencies (CESAs). As a result, CESA 9 has developed Elementary and Secondary Education Act (ESEA) Support as a Value-Add for all CESA 9 Continuous School Improvement Services member districts.
This Value-Add includes:

ESEA Technical Assistance (Title I, II, III, and IV) via email, phone, and Zoom. Regular ESEA-related updates and information for program coordinators and WISEgrant managers.

Title I Coordinator Leadership Supports - information and resources through two regional meetings, three one-hour webinars, and one-on-one technical assistance.

New Title I Coordinator Orientation for those new to the role of Title I (within the first three years). This includes either one day on-site or Zoom that provides an overview to Title I requirements under the Every Student Succeeds Act (ESSA), record keeping, Title I programming, and an ESEA calendar of responsibilities and deadlines.
Additional Support Options: Each fee-for-service option listed begins with an approximated base of 3 days. A service contract will be developed and customized to support individual district needs/goals.

New Title I Coordinator
(within the first three years)

Supports Title I
Title I Coordinators will get assistance to define roles and responsibilities across the district with regard to Title I duties. With compliance as a base, new or nearly new Title I Coordinators will have a coach and partner in navigating how to lead Title I programming. Requires WISEgrants access for CESA staff.

Schoolwide Plan Review and Revision

Supports Title I
Oftentimes, the annual review (revisions and updates) can go by the wayside. This support will assist a team through the process of Schoolwide Plan review and revision, provide training and tools as needed, and help establish a cycle of review that complements other school improvement efforts.

Private School Consultation and Program Support

Supports Title I, II, IV
This support option will provide guidance, coaching, and a framework for effective consultation processes that serve both Local Education Agencies (LEAs) and private school students and programs.

Self-Audit for ESEA Programming -
Compliance through Monitoring Guidance
|
Supports Title I, II, III, IV
This support option will examine your current reality with compliance across all four Titles, utilizing the Department of Public Instruction’s (DPI’s) most recent ESEA Monitoring Guidance. This process will ensure your district can identify areas for development when it comes to processes, procedures, and documentation for these federal funds.

Preparing for a DPI ESEA Monitoring Visit

Supports Title I, II, III, IV
Has your district been selected for ESEA monitoring? Not sure where to begin? This support option will provide guidance, recommendations for compliance, and on-site participation/support during DPI’s monitoring visit.

Parent & Family Engagement - Making It Meaningful
|
Supports Title I
Take a program and practice look at family engagement in your Title I fund-receiving schools. We will begin with a family engagement policy, identify data that represents families in your school, and develop a plan to capture their voices and engage in meaningful ways.

ESSA-Approved Paraprofessional Portfolios Support
|
Supports Title I and II
This support option will provide information about ESSA-related paraprofessional requirements, assist you in determining paraprofessionals who do not yet meet hiring requirements under this law, and generate a custom plan to move all paraprofessionals to meet these unique hiring requirements by federal law under ESSA.
